If this has not been a new partition, you need to repartition the disk using any of the below tools:

Windows 2000 Setup boot floppy disk

A different version (other than Windows 2000 SP3) of Windows setup disk

After repartitioning the disk, you can try to reproduce the behavior and install Windows 2000 SP3. You need to restore lost data from available backup.
